Dear Residents of Trull,
Following the Extraordinary Meeting of Trull Parish Council held on Wednesday 27th May 2026, this letter serves to formally notify the community of a critical decision regarding the developer appeal submitted by BSL Strategic Ltd. The appeal concerns the outline planning application for the erection of up to 125 new dwellings on agricultural land at Comeytrowe and College Way – “Trull Ridge Green Wedge”.
While Somerset Council rejected this application on 27th February 2026 due to severe conflicts with Core Strategy Policy CP8, historical data demonstrates that when elected councillors overturn planning officer recommendations, developers succeed in their appeals 65% of the time. Relying solely on the Local Planning Authority carries an unsustainable strategic risk; if Somerset Council alters its legal position or settles during the inquiry, the developer’s expert evidence would go entirely unchallenged.
To mitigate this risk and firmly defend the Trull Ridge Green Wedge, the Parish Council has resolved to formally invoke Rule 6 status. This status establishes the Parish Council as a main party in the public inquiry, granting us the right to control our own defence, introduce local expert data, and cross-examine the developer’s legal team.
Executing a robust legal case requires an independent professional team. To achieve this without compromising our village infrastructure, the Parish Council has adopted a dual-funding strategy:
- Parish Council Seed Funding: The Council has authorised the immediate release of £3,000 from the parish precept. This initial 10% commitment will be used immediately for professional legal advice, drafting our formal Statement of Case, and securing our formal Rule 6 registration. Capping this initial layout protects public funds while launching a serious defence.
- Community Crowdfunding Campaign: The total estimated cost for a specialist Planning Barrister and independent expert witnesses ranges between £30,000 and £55,000. As our annual council tax precept totals £60,000 —which is entirely allocated to essential village maintenance, safety, and operations —the Council cannot fund the remaining legal balance alone without bankrupting core village services. Therefore, a community crowdfunding campaign is launching immediately to raise the remaining £27,000.
We face a compressed statutory timeline, with a deadline of 5th June 2026 to raise the crowdfunding target and submit our initial representation to the Planning Inspectorate.
Precedent shows that communities who secure independent legal representation and expert data can successfully block major schemes. We ask for your urgent support in this collective effort to protect Trull’s distinct setting as a rural village.
