Parish Council Agendas and Minutes
Parish Council meetings usually take place on the third Monday of the month at 7:15 pm in the Trull Church Community Centre, TA3 7JZ . Members of the public are welcome to attend and public participation time is set aside before the meeting begins for members of the public to speak. The Annual Meeting of the Parish takes place in May at 6.30pm ahead of the Annual Parish Council Meeting.
If you have an item that you wish to be discussed by Trull Parish Council please contact the Clerk or any elected member giving details of the issue and where possible your expected outcome.
The agenda for Parish Council meetings is set one week in advance. Any item received with less notice will be held over to the following month. The agenda is displayed on the website.
Full Council minutes are required to be published in draft format within 30 working days of each Parish Council meeting. Minutes are signed at the following meeting. Amendments are rare and scanning a signed copy makes the minutes less accessible. Therefore, only draft minutes will be published here. (The clerk will provide a copy of the signed minutes on request).
Minutes are taken by the clerk and a draft circulated to councillors who have an opportunity to pick up any errors before they are published in draft form. Any amendments suggested at the next meeting will therefore normally be restricted to spelling or punctuation errors and must be made on the hard copy and intialled. Members of the public are observors of, but are not participants in, a Parish Council meeting so may not propose changes to the Minutes.
A meeting of the Local Council must be open to the public and the press. They can be excluded only by a resolution if publicity would prejudice the public interest by reason of the confidential nature of the business or for some other reason stated in the resolution and arising from the business to be transacted. The power to exclude is not exercisable generally but only for a particular occasion and a particular purpose.
As a rule, however it is desirable to treat the discussion of the following types of business as confidential:
- Engagement, terms of service, conduct and dismissal of employees
- Terms of tenders and proposals and counter proposals in negotiations for contracts
- Preparations of cases in legal proceedings
- The early stages of a dispute
